Methodology
Landowner Guidance turns source material into structured, human-reviewed guidance. The public site is a consumer of approved knowledge, not an independent source of truth.
1. Start with source material
For government requirements and government guidance, we prefer primary government sources such as agency pages, statutes, regulations, administrative codes, and official government documents. University extension material may add practical educational context and is labeled separately.
2. Preserve the evidence
Source material is fetched and preserved with provenance so a published proposition can be traced back to the evidence that supported it. PDF page references and HTML evidence locations are retained when available.
3. AI may assist, but it does not publish facts
Automated tools may help discover sources, extract relevant passages, and propose structured candidate claims. A model's memory or generated answer is not treated as factual authority, and candidate material does not become public merely because it is well formatted.
4. Human review is the truth gate
Meaningful jurisdiction-specific claims are reviewed against their evidence before approval. Review preserves the distinction between recommendations, requirements, conditional requirements, and findings that no requirement applies within stated conditions.
5. Applicability stays attached
A state name alone is not enough to describe whether a rule applies. Pages preserve relevant audiences, system types, conditions, exclusions, local-authority dependencies, effective dates, expiration dates, cadence, and exceptions when the approved knowledge contains them.
6. Only approved exports reach this site
The public build reads a deterministic approved-knowledge export. It does not read the internal review database, unpublished candidates, research notes, or administrative state.
7. Changes go back through review
Tracked source changes can reopen affected approved claims for review. A source change does not give AI permission to silently rewrite published knowledge.
